Pottawattamie County Welcomes New County Engineer, Andy Wicks

Pottawattamie County is pleased to announce the hiring of Andy Wicks, as its new County Engineer, effective Monday, October 20, 2025.  

Wicks brings a strong background in public infrastructure planning, design, and maintenance, with experience in both municipal and consulting engineering roles. He joins Pottawattamie County from the City of Council Bluffs Public Works Operations, where he served as Traffic Engineer. Prior to that, he worked with Olsson, a nationally recognized engineering and design firm.  

A licensed Professional Engineer (P.E.) in Iowa, Nebraska, and Colorado, Wicks earned his Bachelor of Science in Civil Engineering from the University of Nebraska Omaha. His experience includes roadway design projects, traffic operations and maintenance, and supporting long-term infrastructure. 

“We are excited to welcome Andy to Pottawattamie County,” said Board of Supervisors Chair Scott Belt. “His local experience, technical expertise, and collaborative approach will help strengthen our roads and bridges system and continue moving the county forward.”  

As County Engineer, Wicks will oversee the Secondary Roads Department, responsible for the design, construction, and maintenance of county roads, bridges, and related infrastructure.
