Minden Recovery Moves Forward with Community Recreation, Park Projects

More than two years after an April 2024 tornado caused widespread damage throughout Minden, the community continues to move forward with long-term recovery efforts focused on rebuilding what was lost and investing in spaces designed to serve residents for years to come.
Representatives from the City of Minden and McClure shared an update with the Pottawattamie County Board of Supervisors Tuesday on two projects that remain a major focus of those efforts: a new Community Recreation Hub and improvements at Kahler Park.
The projects were previously presented to the Board last year as Minden moved from immediate tornado recovery into longer-term planning. Since then, plans have continued to take shape while the community has pursued funding from a variety of sources.
Community Recreation Hub
Plans for the Community Recreation Hub bring together several amenities near Minden's downtown, replacing recreational and community spaces lost in the tornado.
The concept includes two ball fields and a new Community Club along Main Street, along with parking, playground space and connections to the Great American Rail-Trail. Plans also incorporate amenities for trail and ball field users, including restrooms, concessions and storage.
During Tuesday's update, Bethany Wilcoxon with McClure said plans for the Community Club building include event space, moving the City Clerk's office into the facility, providing additional space for public meetings and making the building available for use by community organizations and nonprofits. Portions of the building, including restrooms and other support spaces, are also planned to be storm-hardened to provide a safe space during severe weather.
The estimated cost of the Community Recreation Hub is approximately $4.5 million. McClure reported that potential funding sources have been identified and several grant applications are in progress. If those funding efforts are successful, construction could potentially begin sometime next year.
Progress Continues at Kahler Park
Work is also moving forward at Kahler Park, where plans focus on rebuilding the tornado-damaged park while adding new recreational opportunities.
The park concept includes an enclosed natural play area, walking paths, existing and proposed recreational amenities, gathering spaces and landscaping designed to incorporate native plants.
McClure representatives said they have been working with Pottawattamie County Conservation to source logs and other wood materials for the natural playscape. The existing basketball court will remain, and a tree planting was completed last fall with support from MidAmerican Energy's Trees Please! program.
A new shelter funded by AARP is expected to be completed this fall. Additional improvements will move forward as funding opportunities become available, with the trail system expected to be one of the larger remaining pieces of the project.
Nearly $8 Million in Recovery Investment
Across Minden's community-facing recovery efforts, approximately $5.7 million in grant funding has been secured to date, according to McClure. An estimated $2.3 million in local matching funds brings the total investment to approximately $8 million.
Those figures include investments from organizations and businesses participating in projects requiring local matches and do not include the additional investments individual homeowners have made as homes have been rebuilt.
