Fourth Judicial District Veterans Treatment Court
The Veterans Treatment Court (VTC) is made up of an extensive collaboration of dedicated partners, including criminal justice, Federal Veterans’ agencies, and local community veterans’ organizations. The target population includes military veterans who have been charged with criminal offense(s) and who are identified with substance dependency and/or serious mental health issues in the 9 counties serviced by the Fourth Judicial District.
Who is Eligible?
- The veteran must serve or have served in the armed forces of the United States.
- The veteran must be charged with a criminal offense in Fourth Judicial District of Iowa.
- The veteran must reside in the Nebraska-Western Iowa Veterans Hospital catchment area.
- As determined by the Veterans Administration or treatment provider, the veteran must have a treatable behavior issue, such as PTSD, TBI, Anger/Domestic Violence, or Substance Use/Dependency.
- The Prosecuting Attorney must consent to the veteran entering the VTC.
- The VTC Team must approve the admission of the veteran to VTC.
- The veteran must pose no risk or danger due to uncontrollable behavioral problems.
- Eligibility for Veteran’s Administration benefits is not a prerequisite for an individual to be admitted to VTC.
Referral Process
The Prosecuting Attorney, Defense Counsel, Court Services Officers, Family Members, the Sentencing Judge, and other interested parties may refer eligible veterans to the Fourth Judicial District VTC. Referrals are made by sending us an email in order to receive an application. The application can be returned to the same email, along with an explanation of why the veteran being referred should be admitted to VTC.
*The 9 Counties who make up the Fourth Judicial District are: Audubon, Cass, Fremont, Harrison, Mills, Montgomery, Page, Pottawattamie, and Shelby.

We currently do not get any State or Federal funding, so we are having a fundraiser!
The funds go directly to our court, and will be used for varying costs, including:
1) To help with costs associated with assessment and evaluations, which are costly and are not always covered by insurance
2) Getting incentives to reward our Vets for when they achieve goals
3) To help with costs associated with Graduation
