Pottawattamie County Welcomes New Finance and Budget Director

Pottawattamie County is pleased to welcome Stevelyn Martin as the county's new Finance and Budget Director. 

Martin brings more than a decade of accounting and finance experience to the role, including more than four years with the City of Council Bluffs. Most recently, she supported annual financial audits, coordinated budget development and amendments, managed Tax Increment Financing (TIF) administration, and partnered with departments to strengthen financial processes, compliance, and accountability for the city. 

As Finance and Budget Director, Martin will oversee the county's financial planning and budgeting processes while working closely with county departments and elected officials to support responsible fiscal management and strategic decision-making. 

Martin grew up in Pottawattamie County and is a graduate of Kanesville High School, Iowa Western Community College, and Bellevue University. She earned her Certified Government Financial Manager (CGFM) designation in 2024, demonstrating her commitment to excellence in public sector financial management. 

"I'm excited for the opportunity to serve the community where I grew up," said Martin. "Pottawattamie County's mission, philosophy, and core values align closely with what I believe government should strive to be. I look forward to working alongside county leadership and departments to help ensure we meet our obligations while finding ways to provide the best possible service to our residents." 

Martin said her experiences attending local schools and raising a family in the community have reinforced the importance of investing in strong public institutions and serving the people of Pottawattamie County with integrity and accountability.
