Pottawattamie County Welcomes New Human Resources Director, Jasmine Elmore

Pottawattamie County is pleased to announce the hiring of Jasmine Elmore as its new Human Resources Director, effective Monday, October 6, 2025.
A native of Omaha, Nebraska, Elmore brings extensive experience in human resources leadership, compliance, and employee advocacy. She holds both a Master’s Degree in Management with a graduate certificate in Executive Coaching and a Bachelor’s Degree in Management of Human Resources from Bellevue University in Bellevue, Nebraska. She is also a certified Professional in Human Resources (PHR).
In her prior role with the United States Department of Labor, Elmore led multi-employer compliance evaluations to ensure equal employment opportunity and fair hiring practices. She also investigated employee complaints of harassment, discrimination, and retaliation across the United States.
Elmore currently serves as the Board of Directors President for World Speaks, a language access non-profit dedicated to building inclusive communities.

Board of Supervisors Chair Scott Belt welcomed Elmore to the county, noting her leadership experience and people-centered approach.
“We are excited to welcome Jasmine to Pottawattamie County,” added Belt. “Her proven background in human resources will help us strengthen employee support, enhance workplace culture, and continue moving the county forward,” said Belt.
