A primary election will be held for the City of Council Bluffs to narrow the field of city council candidates from 10 to 6 candidates. The top 6 vote getters will appear on the ballot in November.

Primary Election
The Primary Election is an election to determine which candidates will qualify for the General Election for a given party. In Iowa you must be a member of the political party of which you wish to vote for in order to participate; known as a “closed primary”. The primary election is held on the 1st Tuesday following the 1st Monday in June of each even-numbered year.

- June 10: First day to request an absentee ballot.
- August 12 - August 29: Filing Period for City Primary Election (Candidates file with their respective city clerk).
- September 9: Absentee Voting begins.
- September 27: Voter Pre-registration deadline.
- September 27: Last day to request an absentee ballot be mailed.
- October 7: Last day to vote in-person absentee.
- October 8: Election Day
Important information
- Voter ID will be required on Election Day. Voters going to the polls on Election Day will be required to provide ID in order to cast a regular ballot. The "oath option" that was available in 2018 is no longer an option.
- Voter ID number or Voter PIN is required when requesting an absentee ballot. Effective October 1, 2019, voters are required to provide either their driver's license or non-operator's ID number or their four digit voter PIN when requesting an absentee ballot be mailed to them or when voting absentee at the courthouse.
- Voters will vote at their General Election polling place.
