NOTICE TO BIDDERS

Sealed bids for the Hitchcock Nature Center Improvements Project located at 27792 Ski Hill Loop in Honey Creek, Iowa 51542 will be received at the offices of Pottawattamie County Conservation Board, 223 South 6th Street, Council Bluffs, Iowa until January 29th 2021 and will be opened publicly.  The bid tab will be made public.

Questions will be addressed up to 24 hours before the bid opening.

All Work shall be performed by contractors licensed with the County where the work is to take place. Bidders shall determine licensing requirements prior to bidding.

The Work includes:  

Package A: Park Entry Road Improvements, Package B: Lodge Front Entrance, Package C: Parking Improvements, and the Design Addendum applicable to portions of Package A and Package C.  

Package A: Remove part of existing road into park and realign new asphalt roadway with 2 new entry lanes separated by concrete medians with site grading and new culvert pipe at entrance.  Coordinate with owner on and install payment kiosks and associated conduit. 

Package B: Alter Loess Hills Lodge front entrance walkway by reducing width and relocating ADA parking stalls.

Package C: Provide grading for and construct parking areas at three locations.  Provide new concrete pad for ADA parking at existing shelter location. Add sidewalk and associated grading as provided in Addendum.

A 5% id bond is required.    

No bidder may withdraw their proposal within 15 days after the bid opening.

A 100% Performance Bond and Payment Bond will be required.

Pottawattamie County Conservation is sales tax exempt. Exemption certificates will be issued to the contractor, sub-contractors and suppliers on this project. The bidders shall not include sales tax in their bids.

Pottawattamie Conservation would like project construction to begin in late June or early July 2021.  A start date and NTE completion date will be negotiated by the selected contractor and the County.  Should the Contractor fail to meet the agreed upon NTE completion date, the Contractor agrees to pay the Owner as liquidated damages and not as a penalty, the sum of $250.00 for each and every calendar day that the Contractor is in default of substantial completion of the work under this Contract.

Pheasants Forever Habitat Area Ag Lease

Notice To Bidders

Sealed bids will be received by the Pottawattamie County Conservation Board (PCCB) at it’s office in the County Courthouse Annex (223 South 6th Street) in Council Bluffs, IA, until noon on Friday, January 22, 2021 for cash rent of 12 acres of farmland at Pheasants Forever Habitat Area located at 23708 145th St., Crescent, IA 51526, in Pottawattamie County, Iowa.

Lease Amendments

  • Lease shall be paid March 1 and November 1 (50% each), or in full March 1 at contract rate.
  • Tenant shall follow best farming practices (contour planting, crop rotation, no-till planting)
  • Tenant shall plant a cover crop each year.
  • Tenant shall maintain all ditches, rills, and erosion within the cropped acres on an annual basis.
  • Tenant shall not remove any crop residue from the property without written permission first.  (No baling or chopping) 70% ground cover must be met.
  • No fall tillage, fertilizer application, or spraying.
  • Tenant shall not spray chemicals on any day above label recommended wind speed to minimize drift onto adjacent acres. No aerial spraying of any type.
  • Corn, soybeans, wheat, oats, or alfalfa preferred as main crop covers.

Interested operators can obtain specifications at the PCCB office (712) 328-5638. All bids submitted for this request shall remain the property of the PCCB.  PCCB reserves the right to reject any or all bids received and to accept the bid deemed best for the PCCB.

Crescent Wildlife Area Ag Lease

Sealed bids will be received by the Pottawattamie County Conservation Board (PCCB) at it’s office in the County Courthouse Annex (223 South 6th Street) in Council Bluffs, IA, until noon on Friday, January 22, 2021 for cash rent of 12.6 acres of farmland at Crescent Wildlife Area located at 24668 Liberty Ln., Crescent, IA 51526, (1.5 mile north of intersection of Old Mormon Bridge Rd & 152nd St.) in Pottawattamie County, Iowa.

Narrows River Park Boat Ramp Replacement and Flood Protection Project

Sealed bids for the Narrow River Park Boat Ramp Replacement and Flood Protection Project located at 2500 North 25th Street in Council Bluffs, Iowa will be received at the offices of Pottawattamie County Conservation Board, 223 South 6th Street, Council Bluffs, Iowa until January 5th, 2021 at 5:00 pm and will be opened publicly.  The bid tab will be made public.

The Work includes:  

Remove existing Narrows River Park concrete boat ramp and replace with concrete boat ramp of the same dimensions but possessing several deep footings.  In addition, the project will involve the installation of a concrete apron with footings on the upstream side of the ramp to prevent future river scour from undermining the replacement boat ramp.  Project specifications can be provided upon request. Site visits and discussions with the park ranger are encouraged.  Project permitting approval has been received by the County. 

The project will also involve the removal and in-kind replacement of the existing boat dock pilings.

No bidder may withdraw their proposal within 15 days after the bid opening.

Pottawattamie County Conservation is sales tax exempt. Exemption certificates will be issued to the contractor, sub-contractors and suppliers on this project. The bidders shall not include sales tax in their bids.

A timely completion date is very important to the Owner with environmental restrictions requiring that the project be completed by March 15th, 2021.  Failure to complete the project by March 15th will result in mandatory delays in project construction until July 1st, 2021 due to EPA and US Fish and Wildlife Service mandated construction restrictions.  The Undersigned agrees that the work will be completed by March 15th 2021 or should the Contractor fail to do so, the Contractor agrees to pay the Owner as liquidated damages and not as a penalty, the sum of $100.00 for each and every calendar day that the Contractor is in default of substantial completion of the work under this Contract.
